Sixteen-year-old Chelsea Harris was climbing out of the car last Monday afternoon when a gunman opened fire in the street, shooting her and another teen several times. Harris ran into one of the homes that line the 4600 block of Dewey Avenue, a quiet neighborhood street in Dutchtown, and collapsed.
After being rushed to the hospital, Harris was pronounced dead. Her friend, an eighteen-year-old male who'd also been in the car, was in critical but stable condition with several gunshot wounds.
On Friday, the Circuit Attorney's office charged 21-year-old Jeron Frairson for the double shooting. Frairson, of the 3600 block of Missouri Avenue, faces one count of first-degree murder, one count of assault and two counts of armed criminal action. He is being held on a $750,000 cash-only bond.
In the initial crime report, St. Louis Metropolitan Police identified the shooter, who fled the scene on foot, as a black male, about 18-years-old, 5'5"-5'6", 125-130 pounds, light build, dark complexion and a low fade haircut with deep natural waves and sideburns. The shooter was wearing a blue and gold jacket, black high top Nike Forces sneakers and armed with a silver gun.
Harris' murder, the 150th in St. Louis city in 2014, was one more homicide in a year of increasing violent shootings. There were 120 St. Louis city homicides in 2013, and in this week last year, 111 people had been murdered in the city.

Officers responded to the scene of a double shooting in the 4600 block of Dewey. Investigation revealed the victims, a black female and a black male, were getting out of a vehicle when they were confronted by a black male suspect. The suspect fired multiple gunshots at the victims. The female victim suffered gunshot wounds before running inside a residence where she collapsed. She was transported to a local hospital where she was pronounced deceased. The male victim also suffered gunshot wounds and was transported to a local hospital where he is listed as critical/stable condition. The suspect fled the scene on foot. The investigation is ongoing.
