This man is the 37th homicide victim in the city of St. Louis in 2013 and the latest to fall to gun violence in the College Hill neighborhood, which, officials have acknowledged, has been a problematic area for crime.
In response to the shootings, the metro police department earlier this year launched a so-called "hot-spot initiative" in College Hill.
Hot-spot policing involves a concentrated effort in one area -- and over a two-week period, police made forty arrests and removed five guns from the street, the mayor's office told us back in February. In the second stage, officials focused on clean-up locally to deter future crime. That included securing vacant houses, removing debris from alleys, fixing broken lights, checking that homeowners and landlords are bringing properties up to building code compliance and more.
Other local elected officials have also worked to expand the surveillance network in the neighborhood as a way to curb crime.
