[A] female victim said Hill locked her in his office when she went there to obtain the liquor license for her business, and made lewd unwanted sexual advances toward her. She testified that Hill kept putting his hands inside of his pants, rubbing his genitals and masturbating. She said she was afraid to make a police report because she feared losing her liquor license. She told her father about the ordeal, she said. Two days later, he went to the city and obtained the license.Another woman, to whom Hill must pay $500 in restitution, said the deputy liquor commissioner took several bottles of expensive liquor from behind the bar at her club and hit on her and several female employees.
